Boakai submits US$1.2bn Budget for 2026

Monrovia, November 7, 2025. President Joseph Nyuma Boakai, Sr., has officially submitted the Fiscal Year 2026 National Budget to the National Legislature, amounting to US$1.21 billion (one billion two hundred eleven million eighty-five thousand two hundred twenty-seven United States dollars).


The budget document was formally presented to House Speaker Richard Nagbe Koon by Finance and Development Planning Minister Augustine Kpehe Ngafuan on behalf of the President during a brief ceremony at the Capitol Building on Friday.


According to the draft budget, domestic revenue amounts to US$1.13 billion (94%), while external resources amount to US$72 million (6%). The domestic component is expected to be driven by tax revenue of US$726.97 million, non-tax revenue of US$83.92 million, a Mittal sign-on bonus of US$200 million, and contingent revenue of US$28 million.


The proposed FY 2026 Budget emphasizes President Boakai’s ARREST Agenda, a development framework centered on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.


Under the Public Sector Investment Plan (PSIP), the government has earmarked approximately US$280 million to accelerate development projects that promote economic growth, job creation, and improved service delivery nationwide.


“The FY2026 Budget is designed to consolidate the gains made in fiscal discipline, transparency, and people-centered development,” President Boakai stated in his message to the Legislature. “It reflects our unwavering commitment to ensure that every dollar works for the Liberian people.”


President Boakai commended lawmakers for their collaboration and the timely passage of the FY2025 Budget, which, he said, enabled effective and transparent implementation of government programs throughout the current fiscal year.


He urged the National Legislature to ensure a transparent and timely review of the FY2026 draft, stressing that due diligence and accountability remain essential to maintaining public confidence in the national budgeting process.


The submission of the FY2026 Draft Budget complies with Section 1.7.1 of the 2019 Amendment and Restatement of the Public Financial Management (PFM) Act of 2009, which mandates the Executive to submit the proposed budget to the Legislature within the statutory timeframe.


To enhance public understanding of the proposed fiscal plan, Finance Minister Augustine Kpehe Ngafuan will hold a special press briefing at the Ministry of Information, Cultural Affairs and Tourism (MICAT) on Monday, November 10, 2025, at 12:00 noon. The briefing will provide detailed insights into key revenue assumptions, expenditure priorities, and investment targets for the upcoming fiscal year. The FY2026 Budget submission marks a pivotal step in the Boakai administration’s ongoing effort to strengthen fiscal stability, promote development equity, and drive national transformation through prudent financial management
